Under Dubai's health insurance law the obligation sits squarely with the employer: companies must provide cover for employees and cannot deduct the premium from salaries, with penalties of AED 10,000 per employee for salary-deduction violations. Employees earning AED 4,000 a month or less must receive at least the Essential Benefits Plan, funded by the company. For any business sponsoring visas, group medical is therefore not a perk but a licence-to-operate cost.
The good news is that group buying power works even for small teams. Most UAE insurers write group schemes from as few as two to ten employees, and per-member premiums undercut equivalent individual plans. Do employers have to provide health insurance in Dubai?
Yes. Dubai Law No. 11 of 2013 places the obligation on employers, who must provide cover for their employees and cannot pass the premium on through salary deductions. Violations attract penalties, including AED 10,000 per employee for deducting premiums from salaries.
How small can a group scheme be?

Do we have to cover dependants?
The legal duty to insure dependants sits with the sponsor, which for families is usually the employee. Many employers still fund or subsidise dependants' cover as a hiring advantage. We model both approaches so you can price the benefit properly.
How do we keep renewal increases under control?
Renewal pricing follows your claims experience. We obtain and analyse the claims data before quoting, correct for one-off large claims, and take the scheme to market across carriers. Plan design changes such as network adjustments or co-pays can also hold premiums without gutting the benefit.
What happens when staff join or leave mid-year?
Group schemes handle additions and deletions on a pro-rata basis, and cover must stay aligned with visa sponsorship. We run the monthly administration with the insurer so HR is not chasing certificates when a new hire's visa stamping is due.
