Dubai Municipality's New Advertising Rules: What Every Business with a Billboard, Sign or Outdoor Campaign Must Know

Dubai Municipality has published content and imagery restrictions for outdoor advertising that take effect immediately for all businesses in Dubai.

# The Rule Change in Plain Terms

Dubai Municipality has issued a formal guide restricting what can appear on billboards, outdoor signage and advertising materials across Dubai. The guidelines prohibit specific phrases, certain categories of imagery and set clothing standards for people featured in outdoor advertisements. The restrictions apply to any business advertising in public-facing outdoor spaces in Dubai, regardless of whether that business is mainland or free zone licensed.

Emirates 24|7 reported the new guide.

# Who Is Exposed and Why It Matters Now

The reach of this guide is broad. Any Dubai-based business running outdoor campaigns, including retailers, hospitality groups, real estate developers, clinics and professional services firms, must review existing and planned creative against the new standards. That includes not only large-format roadside hoardings but smaller outdoor formats such as hoarding boards around construction sites, facade signage and possibly transit advertising.

The clothing standards are particularly significant for businesses in lifestyle, fashion, fitness and food-and-beverage sectors, where creative imagery often features people. If existing approved campaigns already carry materials that fall outside the new standards, they are potentially exposed even before any new creative is produced.

Free zone companies are not insulated from this. Dubai Municipality's advertising jurisdiction covers the physical public space in Dubai, not the corporate licensing structure of the advertiser. A DMCC or DIFC-licensed entity placing a billboard on a Dubai public road falls under the same rules as a mainland trading company.

# What the Guide Restricts

As reported by Emirates 24|7, the guide bans specific phrases, prohibits certain imagery categories and sets dress standards for figures depicted in outdoor advertising. The precise list of banned phrases has not been published in full in available reporting, which means businesses cannot rely on a simple checklist. They need to have their outdoor creative reviewed against the complete municipal document.

The practical implication: any business that produces advertising in-house or through an agency without a Dubai-specific compliance review is carrying regulatory risk on every site it occupies.

# What to Do About It

Pull the municipal guide directly from the Dubai Municipality portal or request it through a licensed advertising approval consultant. Do this before the next creative brief goes out, not after.

Audit existing live outdoor placements. If any material was approved under older standards, assess whether it remains compliant. Municipalities can require removal or modification of non-compliant advertising at the licensee's cost.

Brief your marketing or agency team on the new standards before any campaign artwork is finalised. Revisions at the artwork stage cost a fraction of what a forced takedown and reprint costs on a major outdoor campaign.

If your business operates a construction hoarding or long-term site signage, treat those as advertising under this framework and bring them into the review scope. They are easy to overlook and often carry imagery that has not been updated in years.

Businesses uncertain about the boundary between what is and is not permitted should seek written confirmation from Dubai Municipality's advertising department before committing to production. Verbal reassurance from an agency is not a defence.
